APPLICANT REQUESTS THAT:
His DD Form 214, Certificate of Release or Discharge from Active
Duty, be corrected to reflect award of the Kuwait Liberation
Medal-Saudi Arabia (KLM-SA).

APPLICANT CONTENDS THAT:
He served in DESERT STORM and did not know that additional
medals were issued.
In support of his request, the applicant provides copies of
special orders and his DD Form 214.
His complete submission, with attachments, is at Exhibit A.

STATEMENT OF FACTS:
The applicant enlisted into the Regular Air Force on 10 May 82.
He received an honorable discharge on 1 Sep 92 after serving
10 years, 3 months, and 22 days on active duty.
AFPC/DPSIDRA verified the applicant qualified for the KLM-K and
will administratively correct his records.
The Kuwait Liberation medal-Saudi Arabia is authorized by the
government of Saudi Arabia to members of Coalition Forces who
participated in Operation DESERT STORM. Member of the United
States Armed Forces are authorized to accept and wear this
medal. To be eligible United States personnel must have served
in support of Operation DESERT STORM between 17 Jan 91 and 28
Feb 91, in one or more of the following areas as noted in the
AFPC/DPSID evaluation at Exhibit C.

AIR FORCE EVALUATION:
AFPC/DPSID recommends denying the applicants request to be
awarded the Saudi Arabia medal. After a thorough review of his
record, they were unable to verify that he deployed to the area
of eligibility prior to the close out date of the Kuwait
Liberation Medal-Saudi Arabia on 28 Feb 91. However, they were
able to determine that the applicant qualified for the KLM-M.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the
applicant on 18 Feb 14 for review and comment within 30 days.
As of this date, this office has received no response.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by
existing law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to
demonstrate the existence of error or injustice. In this
respect, we note the Air Force office of primary responsibility
has agreed to administratively correct the applicants record to
reflect award of the KLM-K. We concur with the Air Forces
recommended actions. However, with regard to the KLM-SA, we
agree with the opinion and recommendation of the Air Force
office of primary responsibility and adopt its rationale as the
basis for our conclusion that the applicant has not veen the
victim of an error or injustice. Therefore, in the absence of
evidence to the contrary, we find no basis to recommend granting
the relief sought in this application.

THE BOARD DETERMINES THAT:
The applicant be notified that the evidence presented did not
demonstrate the existence of material error or injustice; that
the application was denied without a personal appearance; and
that the application will only be reconsidered upon the
submission of newly discovered relevant evidence not considered
with this application.
